Chief Justice Meets Advisors from OQR- Rule of law

On Oct 18, 2017 – Chief Justice Chancellor Emad Saleem Saad met with advisors from OQR Mr. Neil Kritz and Dr. Firas Melhem with participation from Planning and Projects Unit and IT Department; to discuss several studies and researches prepared by Rule of Law Program, topics related to the importance of specialization in judiciary in Palestine, in addition to other topics that attract the interest of both sides such as establishing Palace of Justice in Ramallah city.

Chief Justice welcomed the delegation and thanked them for all efforts that have been done by the program; assuring his keenness on continues coordination with all departments interested in elevating and developing the judicial process through his recommendations to all related departments such as Planning and Projects, Public Relations and IT. H.E also emphasized HJC willing to establish Palace of Justice in Ramallah in case of finding suitable fund and support for it.

Chancellor Saad confirmed the efforts that have been done by HJC to allocate specialized judges to work on specific cases such as juvenile cases, enforcement cases and indicated that courts have criminal panels. Meanwhile H.E talked about lack number of judges and how it would increase load of cases in courts.

For their part, Mr. Kritz and Dr. Melhem introduced their comments and asked questions regarding the proposal of second level of litigation, and the possibility to support the National Committee of Developing Justice Sector. They also discussed the issue of providing notifiers (Notification Department Staff) with motorcycles to facilitate their access to sensitive areas which will accelerate notification departments' services and guarantee justice for all citizens. Dr. Melhem thanked Planning Department for their continuous coordination with donors and preparing plans and polices.
