HJC and PECDAR Discuss Building Palace of Justice in Ramallah

Chief Justice Chancellor Issa Abu Sharar met with President of Palestinian Economic Council for Development and Reconstruction (PECDAR) Mr. Muhammad Abu Awad to discuss the establishment of Palace of Justice in Ramallah and Al-Bireh Governorate and to start a work plan that identify the needs of competitive bidding for project designs. The Palace of Justice is intended to be built on 22.7 Dunums, the council has already owned at Plot No. 11 - Balouh area in Al-Bireh City.  

The meeting was held in the presence of Secretary General Asad Shunnar and Acting Head of Administrative and Financial Department Mr. Shareef Qawasmeh and other advisors for HJC; in addition to PECDAR Director of Projects Eng. Raed Anabtawi.

Chancellor Abu Sharar indicated that President Mahmoud Abbas showed interest in establishing Palace of Justice that meets justice requirements in Ramallah and Al-Bireh Governorate as previously planned, in spite of the current difficult circumstances. Chief Justice drew attention to the importance of cancelling the granted allocations given by Council of Ministers to number of formal institutions and embassies.

Chief justice added that the project will incorporate building of Magistrate, First instant and Appeals Courts; knowing that the building of Supreme Court and departments of High Judicial Council will be built later on land owned by HJC in Sorda.  

For his part, Mr. Abu awad assured PECDAR complete readiness to cooperate with HJC in supervising all project phases, out of their wide experience in such field.

Both parties agreed on forming joint team from HJC and PECDAR provided that the team would began work after the cancelling the granted allocations and would start identifying needs as a frame of reference for specialized engineers, which meets international standards and justice needs.

It is worth noting that the current building for Ramallah Court complex is very crowded and doesn’t meet litigation environment standards, which requires establishing new building in Ramallah and Al-Bireh Governorate promptly.
